I removed everything and did a clean install of Windows 10 again. After that I am unable to shut down the PC, it will show shutting down screen but will load back to lock screen. Also Windows Defender seems to be not working correctly. I have McAfee antivirus installed for now.

Please tell me how to fix this.

Hi, Welcome to BC.

Remove McAfee antivirus with it's Removal tool : https://www.bleepingcomputer.com/download/mcafee-consumer-products-removal-tool/

So what happens then.

Did you do a UEFI Install ?  Did you install your Motherboard Drivers or Branded System (HP/DELL/Lenovo starting with your Chipset, SATA, and then Video and then the lesser drivers ?

Not enough information.

Please Post a "link" of Speccy Report.
Please install Speccy Free : https://m.majorgeeks.com/files/details/speccy.html
Use Custom Install
At the Top Left Corner of Speccy --> Click File and then Click Publish Snapshot Report, a window will popup and Click YES. --> Another popup will appear and then Click "Copy To Clipboard" then Paste that "link" to your next reply in your thread.

Download Minitoolbox from the below link :
http://www.bleepingcomputer.com/download/minitoolbox/
Run the tool and only select the following tick boxes.
-List last 10 Event viewer errors
    -List installed programs
    -List devices
-List users, partition and memory size
Now click "Go" and Copy/Paste and post the output text in your next reply

EDIT : Defender is not working because you have McAfee installed.  You can not run 2 A/V programs at the same time, ever.

Your Speccy report shows your OS as Win 10. Topic moved to Win 10 Support.

You seem tro have several issues.

First off. Find a freinds computer and download the McAfee removal tool. Load it onto your machine and fully remove all traces of McAfee.

Second activate windows defender as your only AV and firewall.

Third back up all of your data from this PC to extenal or cloud storage. Also if you have installed software find the discs and the installation keys.

Fourth go online and do a clean install of windows using the online tools. Before you do this make sure the copy of windows on your PC is activated with a key linked to your MS account or find your original installation key and have that to hand. Look at the pinned post at the top of the thread for instructions about a clean install of windows.

Your PC does not really have enough RAM and enough processing power. You should consider an upgrade. Don't try to rush the online install process it'll take a long time on your machine, maybe many hours.

I don't know the model number of your lenovo but I would go to their support site and download any drivers in the motherboard category which would include the chipset driver.

I installed all the available drivers for my device. Thankfully system is now shutting down, but the removal software of McAfee got stuck halfway in the removal process and is not working as intended.

So far thanks for the suggestions guys, also I had a query regarding digital entitlement and physical product key, does digital entitlement not gives you Office 360 access?

Somebody will have to answer the Office question but regarding Mcafee, can you remove it using the normal Windows Removal process in control panel. Also, see if you can run the Removal tool in Safe Mode.

Try if still having issues with both programs to uninstall them with Geek Uninstaller or Revo Uninstaller.
